Second Laurel Ensign

The flag is a laurel wreath surrounding three stars which surrounds a single large white star on a blue background. The blue represents the world, the laurel wreath represents the victory of the URT, the three stars represent the Triumvirate, and the central white star represents the unity of the Republics.
